| This paper develops theoretical and empirical models to understand how farmers formulate their participation strategies when deciding to enroll in the Conservation Reserve Program (CRP) under uncertainty. A theoretical model is employed to obtain the impacts of various factors on the optimal bidding strategies. A selectivity-based econometric model is then used to estimate the probability of enrollment and determinants of rental payments. The theoretical results indicate that the optimal bid is positively related to the expected farming income and environmental benefit scores, and it is negatively related to the degree of risk aversion and the variability of returns. | The report documents the creation of estimates for cropland cash rental rates in the Upper Mississippi River Basin in 1997. Although the basic data come from disparate sources, we employ a unifying estimation procedure based on the presumption that the cropland cash rental rate is an increasing function of corn yield potential. The rates are estimated at some 42,000 National Resources Inventory data points representing cropland in Illinois, Indiana, Iowa, Michigan, Minnesota, Missouri, South Dakota, and Wisconsin. |

| This article uses a general equilibrium framework and econometric analyses to examine economic wide impacts of the Conservation Reserves Program. It determines direct and indirect factors which affect the economic efficiency of the program and shows their magnitudes. It shows that the interaction between the program and the tax system causes indirect efficiency costs but the interaction between the program and the agricultural support subsidies generate economic gains. The program has the potential to distort the labor market and cause efficiency losses form this channel. However the analytical model shows that trade can reduce social costs of the policy because a part of the burden of the policy can be passed on to foreign consumers of crop products... |

| This study examines the factors that affect conservation practice choices of CRP farmers in Alabama. From over 9,000 contracts enrolled in the state between 1986 and 1995, 594 were randomly selected for the study. A multiple-regression analysis was employed to analyze the data. Results indicate that education, ratio of cropland in CRP, farm size, gender, prior crop practice, and geographic location of contract had a significant influence on the choice of conservation practice adopted. |
